I think you are overreacting.
You can read up on cat allergy on your own, but as for the kitten there are multiple possibilities. Among other things, putting a collar on a cat (of any age) is a pointless endeavor that most experienced cat owners will give up on immediately. And if it really was abandoned another person, who actually had the capacity to help might have adopted it.
Lastly: Telling the actual mood of a cat can be quite tricky. I am assuming that you are rather young and without some serious cat/kitten experience it is hard to tell if it was actually "sad" or if it was just hot, chilly, hungry, upset, disoriented or something else.
